Even though Steve Rogers isn't in the MCU anymore, the multiverse has allowed Marvel to tie new versions of beloved characters into their films. Secret Empire featured several heroes from established series within the MCU and played into the New World Orders' goal of reestablishing HYDRA.

While this comic isn't a Captain America title, The Incredible Hulk and Captain America comics ran parallel storylines during the early days of the New World Order. Many characters from Hulk's comics have been confirmed for the movie making it more likely for The Incredible Hulk #403 to be adapted.

As the first volume in the series "Hydra Ascendant" reimagines the original villains' Steve Rogers fought to fit in Sam Wilson's world and role as Captain America.

This was presented as a possibility in Wakanda Forever when offshore drilling took place and hit vibranium. This comic may be a small part of the story as Sam will be taking on the New World Order and Thunderbolt Ross, but it could serve as an update for what Sam has been doing between The Falcon and The Winter Solider and the new film.

Captain America: New World Order could remind audiences of all the events that have happened in Phase 4 and how they connect to Phase 5. This would provide a more cohesive and streamlined storyline for The Avengers and their future in the MCU.

Civil War II is part of the #GiveBackTheShield storyline that pushes U.S. Agent to the forefront, which would tie in Falcon And The Winter Solider villain. If this comic is adapted for the film, it could introduce Thunderbolts and lay the groundwork for their upcoming movie.

3 Immortal Hulk

Betty Ross returning for Captain America 4 could hint at Immortal Hulk being adapted for the film. The Immortal Hulk leans into Betty and Hulk's romantic relationship and hasn't been discussed in the MCU since The Incredible Hulk. In this comic, Betty is exposed to Gamma radiation and experiences her own transformations.

This could explain why Thunderbolt Ross becomes more of a villain, as his love for his daughter rules over all of his decision-making in his first appearance. As the president in the new movie, there is no telling what Ross can do.

New World Order will likely cut down on how long it takes for the world to find out who Red Hulk is, but that character will still take a leading role in the film. Red Hulk could be the next big bad for The Avengers and Captain America, as he made several appearances in the comics during 2008.

Sabra's character is fighting for her own beliefs in her country and will likely find common ground with Sam about not being loved as a hero but not letting that stop them from fighting. Sabra gets involved with the X-Men and could be the gateway for them to make their long-awaited debut in the MCU.
